Just experienced a portion of this bug on a fresly installed 8.04 machine. F-spot had not been started yet. When I started f-spot from the menu, nothing happened. When I started f-spot from a terminal, I got the messages mentioned above, but only a couple of times before f-spot seemed to 'give up' and return the prompt. So no infinite loop here. Deleting the ~/.gnome2/f-spot directory solved the problem. As Dennis Krul already wrote on bug 140006, a novice user would not be able to fix this easily. Too bad it's showing up again in an LTS release...
