I see this problem on the hard drive in my laptop as well. Hitachi HTS541616J9SA00 (Travelstar 5K160)
Under Ubuntu it increments the load_cycle_count at least every 9s or so. I booted into Vista to attempt to see if it had the problem under it as well but I couldn't come up with anything conclusive since Vista would NEVER stop reading/writing my drive even though I was doing nothing on the machine. It was still reading/writing at 0.5-1MB/s according to resource monitor an hour after it had booted.
