The problem is that imagemagick was updated, and now generates a libmagick10 binary package. But librmagick-ruby wasn't rebuilt after that change, so it still depends on libmagick9. It just needs to be rebuilt. ("oxine" seems to be in the same case).
As a user, you can probably just get the librmagick-ruby1.8 package from Debian ( from http://ftp.debian.org/debian/pool/main/libr/librmagick- ruby/ ). But it's a newer version than in Ubuntu (2.3.0 in Debian).
