Yes, indeed. KGRUBEditor is available via the KDE4 PPA repository and
this page contains info on how to use this repository.

However the package is not up-to-date (version 0.5 is on this
repository) so you'll have to compile from source unfortunately in order
to use version 0.7 :-(

The other packages are up-to-date though...
