I just want to confirm that I have the same exact experience. The two settings (General -> Window Menu [mouse] & Resize Window -> Initiate Window Resize [mouse]) are tied together. For example, I thought to work around this bug by setting General -> Window Menu value to <Super><Alt><Control><Shift>Button3 (to effectively disable it). Then, when I looked at Resize Window -> Initiate Window Resize, it was changed to <Super><Alt><Control><Shift>Button2.
