I can confirm this behavior on my Samsung Q45
(https://wiki.ubuntu.com/LaptopTestingTeam/SamsungQ45Dalia).

After boot closing the lid does nothing. After one Suspend-to-RAM and
resume cycle, closing the lid works as expected.

I'll attach the dmesg after boot and after the STR-resume cycle...
