I've noticed this also, although the period where the desktop is displayed before the locked/password prompt is far shorter for me- maybe 1 or 2 seconds at most. I also have a Dell laptop, but it's an Inspiron 6400. Maybe it's a display driver thing? Suspend and hibernate are generally still pretty buggy for me in Hardy though. About half the time when I attempt to resume it locks up and I have to hard reboot by holding down the power button.
