Same thing for me, I am using static Ip adresses, but i'm not using KDE.
Everytime i reboot, i loose the DNS server and i had to enter them
again, using the Gnome panel (i don't know the name).

My resolv.conf after a reboot :

# Dynamic resolv.conf(5) file for glibc resolver(3) generated by resolvconf(8)
#     DO NOT EDIT THIS FILE BY HAND -- YOUR CHANGES WILL BE OVERWRITTEN

And after modification  :

# Dynamic resolv.conf(5) file for glibc resolver(3) generated by resolvconf(8)
#     DO NOT EDIT THIS FILE BY HAND -- YOUR CHANGES WILL BE OVERWRITTEN
nameserver 80.10.246.1
nameserver 80.10.246.129

I'm using hardy 08.04 x86_64 upgraded from gutsy. My system is fully
updated (2008-04-21).
