I'm pretty sure that the Finnish translations for GDM (the login screen) are in language-pack-gnome-fi. This might not be the best place for it, but it is the GNOME Display Manager after all. AFAIK some of the translation packages were removed from the live CD recently to free up some space.
I maintain the Finnish translations for the core Xfce packages, but there are several panel plugins that have not been translated in the Xfce goodies repository. You could help by installing language-pack-fi, language-pack-gnome-fi and language-support-fi (warning: the last one pulls in openoffice, I guess this cannot be avoided), relogin, see which plugins are still without Finnish translations and report them to the xfce bugzilla at bugzilla.xfce.org as enhancement requests. I might just translate them some day.
