Daniel - please try http://doc.ubuntu.com/~mdke/ubuntu- docs_8.04.2_all.deb and see if that fixes the Swedish offline startpage. Note that the online startpage will appear if you have a network connection active or have visited it in the past and so have it cached. Clear your cache and open firefox in offline mode to test the offline startpage.
