As I mention on u-dev-discuss ML, we also saw something like this happen on Hardy RC for Portuguese. In our case, it was the OpenOffice.org that failed to get the Portuguese GUI.
I request that language-selector should alert the user that Languages Packages are missing some time after the inicial reboot after install.
