This was an enormous waste of time.
I'm not sure at what level the issue was, but it centred around having single 
quote and space in passphrase (which was a real phrase).
When I removed these, and made passphrase pure alphanumeric, it worked fine.

I only discovered this after switching to WEP and running ifup/ifdown and 
noticing in the usual ifup/ifdown chatter something like:
(paraphrasing - neglected to log since I was over VNC on my mom's account due 
to polkit making network-admin + ssh -YC or nxclient unusable)
iwconfig - unterminated string 
and, when I removed the '
iwconfig - unknown parameter "XXXXX"
(where XXXXX was the 2nd word in the passphrase following the space)

Extremely frustrating and I'm sure I'm not the only one who will run into this.
After discovering this, I verified that pure alphanumeric passphrases worked 
with both WEP and WPA-PSK.
With quote or space, failed in both with incomprehensible errors in dmesg.
