Thanks for your bugreport.
There is usually no need to restart the machine after installing a package. Its
very strange that sound stops working for you. So just to be clear: before you
run e.g.:
$ sudo apt-get install 3dchess
all works fine (you can listen to music etc). But after that that is no longer
possible?

Post installation, sound gets disabled. MP3 files cannot be played and system
needs retart
