I notice that you are attempting to upgrade from 6.06 to 7.04. Is that
deliberate or is that a typo? Upgrading from 6.06 to 7.04 is not
supported because it skips the 6.10 release. Upgrading from 6.06
directly to 8.04 (Hardy heron) is supported as described here

option once 8.04 is released in another week or so.

If it was a typo and you meant 8.04 then could you please attach the log
files from /var/log/dist-upgrade and we can try to figure out what
caused this.
