This problem went away in Ubuntu 6.06LTS (Dapper) with the following steps: 1) copy from a known good distribution the following files: /etc/cups/command.types /etc/cups/pstoraster.convs 2) /etc/init.d/cupsys stop 3) /etc/init.d/cupsys start
It may be that restarting cupsys would have worked; I did not try that but it ought to work. Both of the above files are necessary and restarting the server is necessary. The problem arose after I removed and reinstalled cupsys because that was the only way I could get rid of phantom printers that appeared after turning on "Detect LAN Printers" (and then turning it off). I had to do "dpkg -P cupsys" followed by apt-get install cupsys because otherwise the install of cupsys failed with a cryptic message. Apparently the two configuration files above were not provided by cupsys. According to packages.ubuntu.com, "command.types" is in cupsys-driver-gutenprint and "pstoraster.convs" is in the ghostscript package in gutsy. Neither is shown as being in cupsys in any of the generations of ubuntu, and neither is shown in any package in dapper (although obviously they are someplace).
