Sorry, but you're not providing me with clear or concise information
here; and I am unable to diagnose your problem as a result of that.

I do not need to know anything about mtp-detect, that is meaningless;
you have reported a bug that udev does not function correctly.  When
asked to demonstrate this, you are continually muddling the results by
introducing other variables.

I need you to do the following, and ONLY the following, and provide
truthful and accurate responses, otherwise I am simply unable to
determine whether or not there is a bug here and will have to mark it as
Invalid.

1) Unplug your USB device
2) Reboot your machine (clean start)
3) Run "sudo udevmonitor -e"
4) Plug your USB device in and wait a few seconds
5) Attach output of udevmonitor to this report
6) Attach any messages in dmesg to this report

Do *NOT* run any other commands, not even mtp-detect
