Sorry, but you're not providing me with clear or concise information here; and I am unable to diagnose your problem as a result of that.
I do not need to know anything about mtp-detect, that is meaningless; you have reported a bug that udev does not function correctly. When asked to demonstrate this, you are continually muddling the results by introducing other variables.
