Ubuntu Hardy (Development Branch) 8.04

I installed it fresh on a new laptop and this error only showed up after
the very last string of updates (today is 13 April, I think it was
yesterday or 2 days ago)

I can't nail down just whats causing it but it could be but here are the
things that could be involved: compiz, metacity, nautilus, or just the
gnome panel itself.

Whenever I open any window, the top-left corner spawns at 0,0
coordinates. This hides the top window border under the gnome panel
which prevents me from dragging it to a more usable space. I have to use
keyboard shortcuts to move it.  What usually happens, is that windows
either: spawn at the location they were last, or they spawn at 0,+25 (or
however big the top gnome panel is) putting them just touching the
panel.

So either:
-the gnome panel isn't communicating it's size to something or
-something isn't remembering the last location of the window
