I'm marking this "Fix released", because it appears to have been fixed
during the Hardy cycle.

Yes, a locale (other than "C") should get setup and it appears that this has 
been fixed now.
If you're still experiencing this bug, please try the solution provided at 
http://www.ubuntugeek.com/how-to-select-and-generate-locales-on-ubuntu.html 
(editing /var/lib/locales/supported.d/local) or install the required 
language-pack-XX-base package(s).
