Ok, so unfortunately at this point the upgrade failure appears to be
completely unreproducible and I can't find any trace of it in the xorg-
driver-fglrx package.

The failure does point to a diversions problem, so it's not a bug in
mesa and I'm reassigning; but I'm also dropping this package from the
Ubuntu 8.04 milestone - between being unreproducible and not being
generally reported, it's not a blocker for the release.
