This is not a bug. Please read /usr/share/doc/network-
manager/README.Debian.

Debian, and by derivation Ubuntu, handle static addressing outside of
NetworkManager. It is specifically not supported in the 0.6.x branch for
us.

The documentation you have refererenced are e-mail and bugs ranging from
a year to several years ago.

As was stated in the NetworkManager FAQ, it's distribution specific. As
is stated in README.Debian, Debian/Ubuntu specifically does not support
it
