You can install the package ntfs-config and there you can allow write
access for external USB devices. This was the solution for me for KDE4.
Now if the panel pops up, notifying me, that a new USB drive was
connected, I click open in dolphin and the drive is mounted. (Hardy with
KDE 4.0.3)
