For what it's worth, I upgraded to the 2.6.24-15 kernel that was released in the Hardy Beta and I'm still getting about 50% of my wakeups from <kernel IPI> : Rescheduling interrupts.
I can provide logs etc. if it would help. I've been trying to follow the recent exchange between barteq and colin but got a bit lost.
