Printing as a bitmap means that Inkscape will generate PostScript output containing one big image instead of vector operators. PostScript is the standard printer language used by all applications on Linux. CUPS (or whatever your distro uses) will run ghostscript to convert the PostScript generated by applications into something your printer understands.
It sounds like either CUPS is incorrectly configured or there is some other bug in your distro.
