Public bug reported:
This happens with about 10% of all system boots. In 2.16.24-12,
2.16.24-13 and now 2.16.24-14. When I boot into GNOME my desktop is
sometimes incomplete. I get top and bottom panel with everything on it
but my desktop is black, there is no wallpaper, there are no icons. If I
restart X via ctrl+alt+backspace it restarts correctly.
