I found a way in which this could happen (select Traditional Chinese and
then select a city in a country without a Chinese locale, such as
London; you'll end up with Simplified Chinese). This upload fixes that
case, which I think is probably roughly what the original reporter was
running into.

Bengali, Breton, Catalan, Czech, Kashubian, Welsh, Danish, German,
Divehi, Dzongkha, Greek, Esperanto, Spanish, Basque, Persian, Finnish,
French, Irish, Galician, Hebrew, Hindi, Croatian, Hungarian, Indonesian,
Icelandic, Italian, Japanese, Georgian, Khmer, Kurdish, Kirghiz,
