/etc/localtime will be overwritten with every update of the tzdata
package, so changing it manually without adapting /etc/timezone is not a
good idea. /etc/timezone should have the desired time zone, then
everything should work.

Preferably you should just do "sudo dpkg-reconfigure tzdata". Does that
work for you?
