I have had this same problem for a long time now (on Hardy). I'm using a
Logitech G15 keyboard. It's quite annoying when I expect to type a
number, and instead send the cursor off to some other part of the
screen.

'Allow to control the pointer using the keyboard' is already disabled
for me, and I assume it always has been.

To clarify the issue, Num Lock starts in an ambiguous state. The Num
Lock indicator is on while numpad behaviour reflects that expected if
the indicator was off. Pressing Num Lock keeps the indicator on, and
returns the numpad to its correct state. After this, Num Lock behaves
itself.
