Network Manager has an interface option to configure manual network setups. The fact that it actually calls gnome-system-tools is irrelevant. There is absolutely no point in the openvpn plugin asking for a device when it just makes a UDP/TCP connection. It should make that in the same way that every other networked application does - with connect() and letting the system's interface/routing jazz work out the details of where to send the packet.
