Public bug reported:

  In System->Preferences->Keyboard->Layouts->Layout Options->Miscellaneous 
compatibility options, even with the option "Shift with numeric keypad keys 
works as in MS Windows" is checked, the shift-number keys sometimes revert to 
outputting numbers instead of selecting text. Un-checking and re-checking the 
options will make it work again for a while (not sure how long). The problem 
will usually re-surface after reboot (but not always).

  The function worked perfectly in Gutsy. I am running Hardy beta with
all updates applied daily.
