Public bug reported:
In Hardy Heron Beta the users-admin tool doesn't ask for root
priviledges password, and even when opened with gksudo, has the add user
item grayed out, preventing the addition of new users through the GUI.
Opening this in a terminal with sudo gave the message of only two users
allowed. Is this a restriction of the beta or a bug?
