I am running Hardy, and I am facing the exact same problem with a desktop system. This monitor used to shutdown/standby for Gutsy, however. Now with or without the screen saver it does not shutdown.
Attached is the out of `gnome-power-manager --no-daemon --verbose`. Also below is the result of `xset q`. I can force a standby with `xset force standby` option.
