I have a Dell Latitude D630, Intel Core 2 Duo T7300.

I still have the problem.

I used the Hardy beta LiveCD, updated pm-utils to 0.99.2-3ubuntu6 (newest
version), and then tried suspend directly from the LiveCD.
After suspend Core 1 was stuck at 2 GHz. (max), and scaling was only working on
Core 0.

Suspend was initiated from the gnome logout menu.

Is it possible that I have to suspend by another method, or that I have
to do something after updating pm-utils, to get it working?

Furthermore, in up-to-date Gutsy the second core now also *again* gets stuck at
2 GHz, since a few weeks or so. Before that, it would get stuck at 800 MHz.

Did something related to suspend or cpu scaling get updated in Gutsy in
the near past? Or what could have triggered this differing behaviour?
Maybe that could lead to the source of the bug.
