Tried under latest Hardy, version 0.61ubuntu7, still happens.

- Binary package hint: synaptic
+ Steps to reproduce:
+ Mark package A for installation.
+ Mark package B for complete removal.
+ Click "Apply" on menu.
+ Disconnect network.
+ Click "Apply" on dialog.
- I marked tor and privoxy to remove completely, but tor generated an
- error. Then Synaptic modify marked changes and it mark tor to remove
- only (and not completely).
+ Expected:
+ Both packages are left as marked before.
- ProblemType: Bug
+ Actual:
+ Package A remains marked for install.
+ Package B is changed to regular, not complete, removal.
