I have been exchanging emails with Effenberg re. this one. Since I do
not have Outlook or Outlook Express, I do not know how it is actually
received. But I did a quick test, attaching a text file called 'ç.txt'.

The MIME headers generated by Evo look as follows:

--=-ceEJcbwlddnv14KpPBAQ
Content-Disposition: attachment; filename*=ISO-8859-1''%E7.txt
Content-Transfer-Encoding: base64
Content-Type: text/plain; name*=ISO-8859-1''%E7.txt; charset=ISO-8859-1

I wonder if the "ISO-8859-1''%E7.txt" is making Outlook lost...

Will look upstream.
