Thanks for your quick response! No, it does not open the network-admin dialog. I *can* launch network-admin from the menu (System/Admininstration/Network) or from a terminal session. But if I try to launch it via the Configure button in Network Tools, I get the "Interface does not exist" error.
By the way, the network-admin tool does not show any wireless networks under "Network name (ESSID)"; the drop-down box is empty (just a thin flat bar, actually). Should I report that as a separate bug?
