In Kubuntu-KDE4 Hardy Beta is even worse: after clean install if you
launch systemsettings it tells you that numlock is turned on by default
which is not the case. Maybe Kubuntu's default settings somehow
interfere with KDE's defaults?

I have added the lines below to \usr\share\kubuntu-default-
settings\kde4-profile\default\share\config\kcminputrc. After clearing
user profile everything works fine.

[Keyboard]
KeyboardRepeating=true
RepeatDelay=250
RepeatRate=25
NumLock=1

However this doesn't eliminate the problem itself. There can be another
options suffering from this issue.
