I didn't notice this issue before Gutsy, though I can't confirm that this didn't happen before Gutsy. If it did, I didn't pay any attention to it.
I have version 0.9-4ubuntu3 of xkb-data installed. I'm not sure what you mean by 'latest option'. I am still running Gutsy and it is fully updated and the issue is still present.
