Public bug reported:

I am not sure if I can report Hardy Heron errors already, but this is
what I experience.

1. Besides default USA keyboard I installed Kyrgyz keyboard layout
2. In Layout Options I changed Group Shift behavior to Alt-Shift

It works for some time, but then suddenly quits not only to response to
pressing Alt-Shift, but fails even when pressing Keyboard Indicator,
which I added to the Panel.

3. In order just to see I tried to add third language and it gave error
and asked to report this problem together with output of two commands:
