for the first question:

no, MFC is not win32 api. Win32 api is still plain C and MFC is c++

For the second question:

1. I think it's more important, that your application ships MFC with it.
If not, it's normally a hint that a) the developer doesn't use a version
(legal, illegal) of MSVC++ and is not allowed ot distribute it. The
Developer of your app should know where to find MFC on the website of
MS.

2. That's one problem I had seen for many many years. People are always
lazy and don't want to learn. The attitude: Hey, here .exe now I just
click on it and it runs, brought us the problem of trojans, worms and
viruses. TBH, people who don't know what they are doing, shouldn't use a
computer, and should drive a car.

3. Ask your application provider. He knows very well about where to
install this.

I don't know if this is your needed stuff, but mfc is normally in the 
redistributables.

Anyways...it's not a wine issue, it's a developers issue to use
propietary stuff.
