So to summon it up: It was supposed to be removed from the menu altogether and be replaced by the Screen Resolution Tool.
The tool was put in place as a replacement of displayconfig-gtk under System>Preferences However, displayconfig-gtk wasn't removed from the menu it was moved to Applications>Other Sensible thing to do: remove displayconfig-gtk alltogether (I would also just remove it from the default install).
