@Paul, every single point mention was already there. 
But we still can't type composite key.

Reproduce:

sudo apt-get install khmeros-ttf

Add Keyboard: Cambodia
Open gedit => change keyboard layout to Cambodia type 

k and follow by SHIFT + V it suppose to render like this កេះ
