Public bug reported:

Quite simply: mtop breaks apt-get upgrade (Ubuntu Gutsy 7.10 server edition).
mtop tries to connect localhost with empty root password and fails (might work 
you actually don't have root password, eh):

Setting up mtop (0.6.6-1.2) ...
ERROR 1045 (28000): Access denied for user 'root'@'localhost' (using password: 
NO)
ERROR 1045 (28000): Access denied for user 'root'@'localhost' (using password: 
NO)
dpkg: error processing mtop (--configure):
 subprocess post-installation script returned error exit status 1
