One session doesn't mean one locale used only. What about an university
computer with a student account? You want the login screen staying on
the locale you configured but let students being free to use an another
locale, that doesn't mean it should change the default for the next
users. Changing the locale after selecting the user is not easy because
they is no easy way to change the strings on screen dynamically to an
another locale, what gdm does right now is to reload the screen as you
can notice. You can try to request those enhancements on
bugzilla.gnome.org though if you want, that's what the upstream hackers
are using, the ubuntu team doesn't have the ressources to working on
those non trivial changes which are considered low priority right now
