Public bug reported:

I am not sure weather to file this as a security vulnerability or not, but it 
seems that when the screen is locked, the power button still works and provides 
a safe-shutdown (at least on my Dell Inspiron 1720).
In some cases this might not be appropriate when unsaved files/data are in 
memory. I think that the forced shutdown (5 seconds holding power button) 
should not be disabled (not that i know that it could), but I would expect that 
the safe shutdown should be refused when the screen is locked.
