I reported this to the OO.o bugzilla (http://www.openoffice.org/issues/show_bug.cgi?id=70152), but I'm not sure the problem is in OO.o - it happens even without openoffice.org- l10n-he installed - a Hebrew GNOME is enough - as shown in attached screenshot.
