This is definitely the expected behavior with earlier versions of the mount.smbfs wrapper. It's fixed now in hardy with version 3.0.28-4ubuntu1, as a result of this change:
* mount.smbfs: map the smbfs "guest" option to "guest,sec=none", which is a closer approximation of the semantics with cifs.
