I'm also running hardy 8.04 with KDE 4.0.2. I have no kde4-systemsounds, but kde3-systemsounds with kde3-programs and also sound with e.g. videos with VLC, Flash, Mplayer or in non-kde4-games.
My soundcard (onboard realtek alc883) is deactivated in the systemsettings of kde4. If I install the fglrx-driver for my ati-card, I can hear my kde4-systemsounds (but why?) till I reboot the system.
