To reproduce:
Start any program (such as Firefox) and make the window full screen. Open an
OpenOffice application, for example Writer. Make sure the highlighting button
is added to a visible tool bar. Click the highlighting menu button that is
next to the main highlighting button. This brings the full screen window on
top of the OpenOffice window. This also occurs with the Font Color menu
button, and in Calc.
