Public bug reported:

I'm running Ubuntu 7.10 and VMware Server Console 1.0.4 build-56528.

In "Window Preferences", I say to "select windows when the mouse moves
over them", with an interval before raising of 0.7 seconds.

For the most part, this setting works just fine.  However, the VMware
Server Console window frequently gets raised if I move the mouse over
its window even for the briefest instant -- ignoring the 0.7-second
interval.

It's not consistent:  sometimes VMware plays by the rules and stays in
back until/unless I mouse-over for at least 0.7 seconds, but it often
comes to the front even if I mouse-overed for only a tiny fraction of a
second and immediately moved away.
