I am not sure this is a duplicate. The other bug report talks only about
accents in KDE and reports GTK apps are ok. What I see here is that
system wide the keyboard is not set correctly. Keys like home, del,
pgup, pgdown, fn, alt, backspace and accents have problems, do not work
at all or are placed at the wrong keys.

Switching keyboards and layouts at system / preferences / keyboards and
playing around with xorg.conf and /usr/share/X11/xkb/keycodes/xfree86
allowed me to ease the problem. Right now everything is fixed except for
the [/ ?] key and fn+F3, fn+F6, fn+F10 and fn+F11. As weird as it may
sound, fn+other keys work normally, I can't explain it.

Using the keyboard type I was supposed to (and always did), which is
ABNT2, doesn't work anymore. I am using evdev-managed-keyboard in order
to get this closer-to-good results.
